Here is how to find that information.
Here is the list of all animals:

http://www.webearthonline.com/info/gameinfo.html

And here is the help page for the mouse:
http://www.webearthonline.com/info/mouse.html

Here is the mouse info about points required.
http://game.webearthonline.com/weoapps/servlet/AnimalList?tag1=Mouse

That having been said,
Total points required to play this animal: 2000

You should have enough to play the mouse.
What is happening exactly when you try to play a mouse?

You might want to make sure that you don't have the following option set:

Always start playing as an infant animal (a limited number available and only during certain seasons) when starting a new animal.

This option is available on:

Why when you play as an infant it'll only let you be 1 male or 1 female? That's not fair! What if other players want to be an infant too?

The way it works is that it looks at what is available, and those that are available you can choose from. In other words, when you choose to play as an infant, you take over the body of an NPC animal already in the nest, or already the baby in a family. If none are available, or only one is available, then that is what you can choose from.

Condors only have 2 babies. If you choose to be a female condor, you aren't taking over an NPC you're just adding to the couple making triplets.
